Many working class families are struggling to sustain themselves and their communities across Los Angeles. Too many working families are working long hours, raising children, and contributing to their communities yet still struggling to get by. Access to education and career pathways can be transformational, with a college degree or a union apprenticeship changing the trajectory of an entire family. That’s why I’m committed to leveling the playing field so that every worker, regardless of where they live or what they earn, has a real shot at economic mobility and stability. I believe in building strong pipelines to good-paying jobs. My focus will be on creating equitable workforce development initiatives that connect youth and adults to careers in high-growth industries—including green jobs, technology, and skilled trades.We must make higher education and technical training truly affordable and accessible for all Californians. That starts with reducing the extreme financial burdens students face—from tuition and textbooks, to housing and food insecurity. It also means broadening the definition of success beyond four-year degrees. We need to invest in more pathways to high-quality, in-demand careers, including apprenticeships, community college programs, trade certifications, and good-paying union jobs that offer long-term growth and stability.California’s future depends on a skilled, educated workforce that reflects the full diversity of our communities. That means breaking down barriers to college and career training for low-income students, first-generation college students, and people of color. It means aligning our educational system with the jobs of tomorrow—clean energy, advanced manufacturing, healthcare, and construction—so that workers are prepared to lead in our changing economy. And it means ensuring that no one has to choose between supporting their family and pursuing their dreams.As your State Senator, I’ll fight to expand investment in public education, grow career and technical education programs, strengthen partnerships between schools and industries, and protect union labor as a pillar of Californian economic opportunity.

Workforce Development and Career Pathways

A third candidate has tossed her name in the ring to replace outgoing state Sen. María Elena Durazo in next year’s election.<a style="color: var(--color-text)" href="https://www.rasconforsenate.com/home" target="_blank" rel="noopener noreferrer">Sarah Rascón</a>, 35, most recently worked as the director of county and regional affairs for Los Angeles Mayor&nbsp;<a style="color: var(--color-text)" href="https://www.dailynews.com/tag/karen-bass/" target="_blank" rel="noopener noreferrer">Karen Bass</a>. Before that, she was a field representative for&nbsp;<a style="color: var(--color-text)" href="https://www.ocregister.com/2017/06/07/jimmy-gomez-wins-los-angeles-congressional-election-to-replace-xavier-becerra/" target="_blank" rel="noopener noreferrer">then-Assemblymember Jimmy Gomez</a>, and she also worked for several years for the Mountains Recreation and Conservation Authority, where she became deputy executive director for environmental equity.She has also served on the East Los Angeles Area Planning Commission for the city of L.A. and has been a delegate to the California Democratic Party.Rascón announced her candidacy this week for&nbsp;<a style="color: var(--color-text)" href="https://public.flourish.studio/visualisation/9400241/" target="_blank" rel="noopener noreferrer">California’s State Senate District 26 seat</a>, which represents a part of Los Angeles County that stretches from L.A.’s Eagle Rock and Highland Park neighborhoods in the north, toward Los Feliz and Koreatown in the west, and Boyle Heights, East L.A. and the city of Vernon in the southeastern part of the district.The Glassell Park resident, who was raised in nearby El Sereno by her immigrant grandmother, said running to represent the area she grew up in is deeply personal.“I was born and raised in this community,” Rascón said in an interview.“At an early age, I understood inequity,” she said. “For me, that was a motivating factor to be involved and engaged in government.”Rascón remembers going to the courthouse when her grandmother became the legal guardian for her and her two brothers. That experience made her want to better understand how the social system works and made her realize that whether one votes or not, “government is running things around us,” said Rascón, who studied political science in college.As for seeking to represent residents in the 26th District, Rascón said she decided to run because she felt the current field of candidates was “a bit dismal.”“I was not excited, and I felt like what we had before us were people wanting to be career politicians,” said Rascón, who declined to say which candidate or candidates in particular she was referring to.“I’m home-grown local leadership. Girl</a>&nbsp;and serves on the Silver Lake Neighborhood Council, has filed a statement of intention to run for the seat with the&nbsp;<a style="color: var(--color-text)" href="https://cal-access.sos.ca.gov/Campaign/Candidates/List.aspx?view=intention&amp;sort=RACE&amp;electid=120" target="_blank" rel="noopener noreferrer">California secretary of state</a>&nbsp;but has yet to officially declare her candidacy.Hernandez, Carrillo, Pudlo and Rascón are all Democrats, as is the person they hope to replace in the legislature.Durazo, the current District 26 officeholder, has opted not to seek reelection but&nbsp;<a style="color: var(--color-text)" href="https://www.dailynews.com/2025/03/10/state-sen-maria-elena-durazo-will-run-for-la-county-board-of-supervisors-in-2026/" target="_blank" rel="noopener noreferrer">will run for L.A. Health Care

Southern California has a housing and homelessness emergency. For too long, we've allowed restrictive zoning laws, rising construction costs, and decades of underbuilding to squeeze out working families, drive up rents, and push people onto the streets. I’m committed to expanding affordable housing options, particularly for veterans, seniors, and young families. I will also champion programs that support first-time homebuyers and protect renters from displacement.As the federal government mass eliminates housing programs, we must protect the housing tools we already have and work even harder to address our state housing crisis. We need a bold housing agenda that centers equity and inclusion and helps our most vulnerable populations–seniors on fixed incomes, veterans, and those on the brink of homelessness–that means reforming outdated zoning laws to allow more multi-family and affordable housing, especially near transit and job centers. We must prioritize inclusive development that reduces segregation and gives low-income and working-class families a chance to decide where they want to live — not just where they can afford to be. This is how we build communities that are diverse, sustainable, and connected.<ul><li>To start to&nbsp;address housing affordability, we must seek to&nbsp;repeal&nbsp;the Costa-Hawkins Rental Housing Act, which has had harmful and unintended consequences.&nbsp;</li><li>This fight is not new for me;&nbsp; I supported three efforts for housing access, CA Prop 10 (2018), Prop 21 (2020), and Prop 33 (2024). Across all three measures, my position has been consistent: housing is a human right, and renters deserve strong, enforceable protections. WE MUST keep pushing to repeal Costa-Hawkins and expand rent control. &nbsp;</li><li>Upon the repeal of Costa-Hawkins, I would support increased rent control protections, including extending rent regulations to single-family homes and newer buildings, and enabling vacancy control AND vacancy tax (as successfully done in two other CA cities), so that rents remain stable across tenancies.&nbsp;</li><li>Let's talk about the Ellis Act,&nbsp;another state derived law that&nbsp;undermines renters and destroys affordable housing units.&nbsp;</li><li>I support repealing the Ellis Act; it has been repeatedly abused by speculators and corporate landlords who use it as a pretext to evict long-term tenants, often under the guise of “going out of the rental business,” only to later re-rent or redevelop properties at much higher prices. This law has been a major engine of displacement, particularly in cities like Los Angeles and San Francisco, where generational tenants have been pushed out to make way for higher-profit uses.</li><li>Repealing or at minimum, fundamentally reforming the Ellis Act is necessary to stop this pattern and to protect tenants from being uprooted solely to boost investor returns.</li><li>Affordability has been greatly impacted by issues deriving from Prop 13, to housing and healthcare. Many of our necessities have become commodities, privatized for profit.&nbsp;</li><li>Housing and healthcare are a human right, which we must make accessible to all.</li><li>In the state legislature, I am committed to pursuing progressive taxes to backfill the lack of federal HUD funding for creation of more senior fixed/low-income housing, housing that can accommodate our wages, not luxury housing that is only affordable for a few, and housing opportunities for first time home-buyers that meet the median wages of our regions.&nbsp;</li><li>Reforming Prop 13 will create more funding and provide a fair correction, specifically for commercial and will direct funds for city needs.</li></ul>

Our immigrant communities, where my roots run deep, contribute&nbsp;to our vibrant neighborhoods and are the backbone of our economy. Our federal government&nbsp;has failed us in providing a clear pathway to citizenship and supporting our DACA students; on the contrary, our immigrant communities have been under attack. While our federal government has failed us, the state must step up to protect our people. As a sanctuary state, we must strive to do all that we can. As a proud member of Centro CSO, I know firsthand community groups are doing the work on the ground. Since June 2025, I’ve been on the ground supporting our communities, NGO and CBO groups who we need to prepare with resources to continue to properly care for our communities, who have been doing this work. I joined these efforts because we're stronger together and I do the work on the ground. From local ICE patrols, to food drives, Barrio Walks, and Home Depot Patrols with the LA Tenants Union. Community has shown up for each other, now more than ever. I am the community and will do everything I can to protect our immigrant communities.&nbsp;&nbsp;I come from a family of immigrants. As a first-generation Mexican-American, the fight against Trump and this administration's&nbsp;policies is personal. I will be a fierce advocate for strengthening our creative economy and keeping those jobs in Los Angeles. If we don’t act now, we risk losing the jobs, culture, and global influence that define our city and our state.California must actively work to alleviate unnecessary burdens and streamline the bureaucratic processes that can inflate budgets and timelines. We need to foster stronger collaboration between the state and local governments to create a more film-friendly environment at the community level. Providing resources and best practices to local film commissions can empower them to efficiently support productions and navigate local regulations.To secure California’s creative future, we must modernize our approach as the industry changes, and ensure AI does not encroach on people's jobs. Hollywood today is more than traditional film and television—it includes digital content, live experiences, gaming, and a highly technical workforce. What it means to work in entertainment includes many definitions, and our policies must evolve to reflect this new reality.
